Your Laptop Is the New Prod: AI Agents and Runtime Governance

There’s a phrase from Docker’s recent AI Governance announcement that I keep coming back to: your laptop is the new prod. It sounds like marketing until you sit with it long enough to realize it’s actually just an accurate description of where software development already is.

A few years ago, I used AI tools the way I’d use a rubber duck with a computer science degree. Ask a question, get a suggestion, decide what to do next. Every action still ran through me. That’s not the world we’re in anymore.

From Suggestions to Actions

The shift from copilots to agents is easy to understate because it looks incremental on the surface. But there’s a fundamental difference between a tool that recommends what you should do and a tool that does it. When a coding agent can inspect a repository, modify files, install dependencies, execute commands, and rerun a failing test suite before I’ve even looked at the terminal output, it’s not assisting me the way a linter assists me. It’s operating in the same environment I operate in, with access to the same credentials, the same filesystem, and the same outbound network connections.

I’ve felt this shift directly while building and experimenting with agent-based workflows. The productivity gains are real and hard to give up once you’ve experienced them. But the moment an agent runs a command or touches a config file on my behalf, the trust model I had built around human-in-the-loop assumptions starts to feel outdated.

Most enterprise security controls were designed around predictable checkpoints. Code moves through repositories. Changes pass through CI/CD. Production workloads live inside managed infrastructure. The security stack works because work flows through observable, policy-enforced transitions. AI agents disrupt that model because they compress the entire loop. Investigation, modification, execution, iteration. All of it can happen locally, inside a single session, before anything touches the systems traditionally responsible for governance.

The Gap Between Instructions and Enforcement

The instinct for many teams is to handle this with prompts. Tell the agent not to touch sensitive files. Tell it not to call external services without confirmation. These instructions aren’t useless, but they’re not enforcement either. A prompt can influence behavior. A runtime control can restrict it. That distinction matters a lot as agents become more autonomous.

This is something I find genuinely underappreciated in the current conversation around AI governance. The strongest security controls in traditional systems don’t ask applications to behave correctly. They enforce constraints at a layer the application can’t override. Filesystem permissions don’t suggest that access should be restricted. They restrict it. Network policies don’t recommend blocking traffic. They block it. If we want the same confidence in agent behavior, we need the same kind of enforcement, applied at the layer where agents actually execute.

Most agent activity falls into two surfaces worth thinking about separately. The first is local execution: reading files, modifying code, running commands, installing packages. The second is external tool access: APIs, MCP tools, cloud platforms, internal services. Governance that addresses only one of these leaves a gap that’s easy to miss until something goes wrong. An organization might lock down external integrations carefully while leaving local execution wide open, or vice versa.

The Confidence Problem Is the Real Bottleneck

Here’s what I think gets underweighted in these discussions. The question for most engineering teams isn’t whether agents are capable enough. In many cases, they already are. The question is whether developers trust them enough to delegate meaningful work. Capability has outpaced confidence, and that gap is what’s actually slowing adoption.

This is why runtime governance matters beyond the obvious security argument. Governance isn’t just about protecting systems from agents. It’s about giving developers a clear, understandable model for what an agent can and cannot do in a given context. When I know that an agent is operating inside an isolated environment with defined network access and scoped credentials, I’m much more willing to let it run. The productivity unlock isn’t just technical. It’s psychological. Trust requires legibility.

Docker’s framing around agent governance is interesting to me as a Docker Captain because it treats this as an infrastructure problem rather than an AI problem. The environments agents run in deserve the same level of intentional design we give production systems. Isolation, policy enforcement, controlled tool access. These aren’t AI-specific ideas. They’re operational principles we already apply everywhere else in the stack.

The laptop used to be where software was written. Increasingly it’s where software acts. And if the bottleneck to agentic development really is developer confidence rather than agent capability, then the teams who figure out how to make agent behavior legible and trustworthy will move faster than the teams still waiting for agents to prove themselves.
