I’ve been watching the bot arms race on the web evolve for years now, and I think we’re finally seeing a shift toward something more sustainable. Cloudflare’s latest BotBase update isn’t flashy, but it represents something fundamental: treating bot operators as participants in an ecosystem rather than adversaries to be blocked.
For context, BotBase launched as a searchable directory of known bots for website owners. Now it’s becoming bidirectional. Operators can submit their bots, track submission status, see rejection reasons, and update their entries without contacting support. This sounds simple, but it’s genuinely important infrastructure.
From Black Box to Transparency
I’ve talked to developers running legitimate crawlers, and the frustration is real. You’d submit a bot classification, hear nothing, and wonder if it disappeared into the void. Some would eventually email support just to confirm their submission was received. That’s not how you build trust in a system.
Cloudflare’s new submission history tab solves this directly. Every operator can now see:
- Current status of each submission (pending, approved, rejected)
- Specific rejection reasons when applicable
- How their bot was reclassified if details changed
- A personal “My bots” filter to see their own submissions
This is the boring work of good platform design. But boring often means effective.
The ability to edit existing submissions instead of resubmitting entirely is another win. If you migrate your crawler’s IP list to a new endpoint or switch from IP allowlisting to Web Bot Auth signing, you can now update your record in place. That keeps the directory accurate without creating duplicate entries.
The Behavior Classification Model Matters
What I find more interesting is how Cloudflare is asking operators to describe their bots. Instead of forcing crawlers into single categories, the new form asks three distinct questions:
- What behaviors does your bot exhibit? (Indexing, data collection, model training, acting on behalf of users, etc.)
- What content use level does it need? (This maps to the Content Signals model sites use for their own rules)
- Who’s operating it? (Direct operator vs. intermediary platform)
This is framework-based thinking, and it matters. A search engine crawler isn’t the same as an AI training crawler, which isn’t the same as an API scraper. By decomposing bot identity into behavior, content use, and operational structure, Cloudflare gives site owners real signal about what they’re dealing with.

This is necessary infrastructure work that most people won’t appreciate but that enables everything else to function. Seven times the bot submissions since 2023, and manual review doesn’t scale. Automated validation with smart triage does.
What This Means for Developers
If you operate a legitimate crawler or bot, this is directionally good. You get visibility into how the ecosystem sees you, you can keep your metadata current, and you can demonstrate verified behavior. If you’re building on top of these APIs or integrating with crawlers, it means more reliable bot identification signals.
But I’m also thinking about the operators this doesn’t help. Bad actors won’t submit honestly. Malicious crawlers won’t register with accurate behavior descriptions. The system works for participants willing to be transparent, which is both its strength and limitation.
The deeper shift here is philosophical. Cloudflare is moving from “block things we don’t understand” to “understand things, then decide what to do with them.” That requires cooperation. It requires bot operators to see value in participating honestly, and site owners to respect the framework enough to use it.
Where This Heads
Cloudflare said this is phase one, focused on transparency. They’re building the operator experience “alongside the operators who use it,” which reads like they want feedback. That’s smart. The real test is whether legitimate operators start registering at scale, whether sites actually use the Content Signals framework to make crawling decisions, and whether the Verified status designation becomes meaningful enough to matter.
The web’s relationship with automated traffic is fundamentally broken right now. We’ve built a system of adversarial escalation: crawlers get smarter, blocks get stricter, everyone loses. Better infrastructure for transparency and honest classification won’t fix everything, but it’s the necessary foundation for something better.
