AI Governance is a Developer Experience Problem

I’ve been thinking a lot about why some organizations scale new technologies while others don’t. The pattern is surprisingly consistent across cloud adoption, containerization, and CI/CD pipelines. Capability arrives first. Trust arrives later. Adoption follows trust.

AI agents are following the same trajectory, and I think we’re getting the diagnosis wrong. Most discussions about AI governance start with security. That makes intuitive sense when autonomous systems can execute commands and access production environments. But after spending time with agent workflows, I’m convinced that governance is primarily a developer experience problem.

The Trust Gap

Consider two teams using the same coding agent. The first team limits agent usage to controlled experiments because nobody is completely certain what the agent can access or execute. Every new workflow requires additional review. Every capability discussion becomes a risk discussion.

The second team operates within clearly defined boundaries around execution, tools, and credentials. Developers understand exactly where agents run, what systems they can touch, and how activity gets observed.

The underlying model is identical. The difference is trust.

Most organizations don’t struggle to adopt tools because the tools are incapable. They struggle because the organization doesn’t trust them yet. This is a pattern I’ve watched repeat across infrastructure evolution. Cloud adoption accelerated when organizations became comfortable with cloud governance. Containers accelerated when teams gained confidence in isolation and operational controls. CI/CD accelerated when organizations trusted automated deployment pipelines.

AI agents aren’t special. They’re just the latest technology asking us to delegate work to something we don’t fully control.

Boundaries Enable Autonomy

This sounds counterintuitive at first. Boundaries feel restrictive. But in software systems, clear boundaries often enable autonomy rather than limiting it.

Think about how mature developer platforms work. A developer deploying through a well-designed platform doesn’t think about every networking rule, access policy, or infrastructure safeguard. The platform already provides those guarantees. Boundaries become invisible because they’re so well understood.

The goal with agent governance shouldn’t be forcing developers to manually approve every action. That’s the opposite of scaling. The goal is creating environments where useful actions can happen safely by default. When governance is embedded into the platform, developers spend less time worrying about boundaries and more time focusing on outcomes.

Without those boundaries, every workflow becomes an exception process. Every new capability triggers concern. Every new tool requires negotiation. You end up with governance by friction instead of governance by design.

What Actually Drives Adoption

I think the organizations that adopt agents most successfully won’t be the ones with the fewest controls. They’ll be the ones with the clearest controls.

Clear boundaries create confidence. Confidence enables delegation. Delegation unlocks productivity. When developers understand exactly where agents can operate and what they can access, they become more comfortable delegating work. They move faster because they’re not constantly second-guessing safety implications.

Recent discussions around agent infrastructure suggest that governance is increasingly moving into the platform itself. That’s exactly right. Developers shouldn’t need to become security experts every time they use an agent, just as they don’t need to become network engineers every time they deploy to the cloud. Governance becomes part of the environment where agents operate, not a separate concern developers need to manage.

This is a developer experience improvement as much as it is a security improvement. And that’s the insight that changes how we think about AI adoption.

The Real Question

The conversation around AI agents often focuses on what models can do. Increasingly, I think the more interesting question is what organizations are willing to trust them to do.

That trust won’t come from capability alone. It will come from visibility, accountability, and well-defined boundaries. Organizations need to see what agents are doing, understand why they’re doing it, and feel confident that actions are constrained to safe domains.

This is why governance infrastructure matters. Not as a restriction, but as an enabler. When you embed governance into platform design, it becomes invisible to developers while remaining visible to operators. That’s the sweet spot where adoption accelerates.

The future of agentic software won’t be determined solely by the most capable agents. It will also be shaped by the environments that make those agents trustworthy enough to use at scale. And the organizations that figure that out first will be the ones asking what agents should do next, not whether agents should be allowed to do anything at all.
